The energy transition must be implemented at the regional level. EBP developed a regional energy and climate protection concept for the Havelland-Fläming planning association.
The Havelland-Fläming Regional Planning Association comprises three districts and two independent towns with a total population of around 750,000 in western Brandenburg. It is one of five planning regions in the state. In 2013, regional energy and climate protection plans were drawn up for the first time across the state as an informal regional planning tool. In addition to the REK Havelland-Fläming, EBP also developed the REK for the Prignitz-Oberhavel region.
The aim of the REK for the Havelland-Fläming region was to record the energy status quo of the region and to quantify spatially and factually differentiated potentials, particularly in the field of renewable energies. Based on this, EBP identified necessary and possible actions for the region and its municipalities.
During the implementation phase of the concept, EBP launched regional projects in the field of energy efficiency and renewable energies and, at the same time, initiated “soft” measures to promote acceptance of the energy transition.
Using the energy and potential data collected for all municipalities and counties in the region, EBP built up a comprehensive database that municipal actors can access to support their own analyses and measures. In addition, the REK offers further information, option models, and approaches for action for the municipalities in the region. The REK thus serves as an important basis for the local initiation and implementation of concrete climate protection measures.
