The establishment of TESLA in Grünheide (Mark) is associated with far-reaching requirements for the development of housing and the adaptation of social and educational infrastructure capacities. In this study, we create conceptual foundations and identify possible options for action for sustainable intermunicipal development.

Ten municipalities around the new Tesla site have joined forces with the Oder-Spree district to form a cooperation area for this project. With the support of EBP and complan Kommunalberatung GmbH, they want to create a strategic basis for long-term effective and sustainable inter-municipal cooperation in the areas of housing, education, and social affairs. To facilitate cooperation between the municipalities, a joint data exchange in the form of GIS-based monitoring is being prepared.

 

The study is based on population forecasts, which are used to derive the demand for housing, infrastructure, and budgets up to 2030. Various scenarios are used to outline a corridor for possible population development. In addition, the existing potential for the two areas of “housing construction” and “social infrastructure” is identified. This will determine the extent to which the potential is sufficient to meet the expected demand in the short, medium, and long term. These fundamentals are to be continuously monitored for strategic planning purposes. In addition, opportunities and approaches for intermunicipal cooperation must be developed and agreed upon with and between the participating municipalities.

 

The EBP team will focus on introducing a set of tools for ongoing monitoring. The aim is to prepare and set up a monitoring system. To this end, prerequisites will be analyzed, technical requirements coordinated, and technical feasibility examined. Based on this, an estimate of the costs for implementing the monitoring system will be made.
